In 2022, President Biden pardoned persons federally convicted of simple possession. The state governments of Pennsylvania, Oregon, and others have instituted clemency programs and pardons for low-level drug offenders. Many states already limit employers’ abilities to make hiring decisions based on offenses that have been sealed, expunged, or pardoned.
